I don't know why it's not working for you. I doubt that you're missing, since the phaselock aiming has always seemed pretty forgiving to me. Is the phaselock having any effect on them? It should either grab and hold them, or do some damage (and apply shock, corrosive and slag effects if you have Ruin). If it's doing some damage, but not holding them, then I guess there's some kind of problem. If it's not doing anything, then maybe you are missing somehow. A simple test would be to let a bullymong get right in your face and then try, when it would be pretty much impossible to miss.
If nothing else, you might try the old thing about having Steam verify the game files. Maybe you've got a corrupted file?

FWIW, I never tried Thoughtlock, but I would have thought it would be obvious when it was working, unless there were no other enemies around. And it makes sense that Thoughtlocked enemies wouldn't be held in place. They can't attack very effectively if they're stuck floating in the air. :-)
Anyway, I'm glad you got the issue on the PC version figured out.
