Out of boredom waiting for the new rig arrived i looked around at some Borderlands 2 LPs when my good eye notices a Commando with an awesome Cowboy hat. Is this something from a quest reward or a Shift code? If the first then how would i obtain it?

The head you are after is Obtained after completing "The Fall of Nakayama" Mission in Sir Hammerlock's Big Game Hunt DLC.

Did he have a beard too? If so, then it's the head from the Community Day event. You can find those heads and skins in the game, like in random skag piles, but it's extremely rare.

If you're not sure, you could check the Wiki and see if you see it there. It doesn't have every head and skin, but it has most of them.
