Sanctuary guard won't open the gate

Mission: meet guard at gate at the beginning of the game. I got the sanctuary shield working, want to meet Roland but can't get inside the sanctuary. Any clues?

The necro thing is stupid- this info is just as relevant in 2019 as it would have been 5 years ago. I just had the same thing happen and this *gasp!* old thread helped me.
