That said, it's true that it gets really annoying; the updates should be handled via Steam, like with any other game, instead of having that forced into us everytime the game is launched.
Considering how many individual DLCs there are, no wonder the "checking for DLCs" takes an excessive amount of time for some people.
I've never seen this strange mechanic/feature in any other games. Is it present in The Pre-Sequel as well?
FWIW, that's normal, or at least nothing new. The same kind of thing happened in BL1. Which doesn't mean that it's not a glitch. But it's "normal", in its own way.
Being in a vehicle seems to disable some skills (Just skills?) that increase your max health. Any character with points in skills like that will have less than max health when they get out of a vehicle. Now that I think about it, it may be because when you're in a vehicle, the vehicle's health essentially replaces your character health. Maybe they didn't want skills to boost vehicle health, so they're disabled, but then the character's max health is decreased too temporarily, so you have to heal to refill it. Just a thought.
