Report a translation problem
According to the BL2 wiki, the Vault Hunter Relic works a bit different than you think - all it does is this:
When a white item drops, there's a 5% chance for it to be upgraded to a random higher quality. After that it's on the same likelyhood to be anything from green to orange (compared to world drop quality).
You could also translate it into "5% less white items", but definitely not "5% more legendary items" because those are usually obtained from bosses. Either as a fixed chance on unique items, or as additional high-quality random drop with massively increased chance.

the Relics that seem beneficial, are ones that quickly regenerates your health (similar to the Tediore Panacea Shields and King Wee-Wee's Super Booster from the original game)
Its not wierd, but rather an outright lie. Norfleets do not ever come from chests. Hyperius and Vermivorous only. Bullcrap exposed.
