Level 51+ equipment must be gained during UVHM, or gained from the Gold Chest in Sanctuary.
You can get a level 50 Bee in TVHM.
Most DLC maps seem to get set to the level when you first entered them, so I'm guessing you were around 45 when you first entered The Forest. In TVHM, once the level is set for a map in the first 4 DLC's, it will stay at that level until you beat the Warrior, and then they'll all change to level 50. If you're still getting level 45 or lower drops, then I assume that you haven't beaten the Warrior yet.
If you've reached Arid Nexus - Boneyard, you could also farm Hellquist for a Bee. He'll probably be closer to 50, so you might get a higher level Bee from him. And once you've beaten the Warrior, you can try to get a level 50 Bee from him.
But the other issue is, if you're already 52 and haven't beaten the Warrior yet, how close are you to the end of the game? As already mentioned, any gear that you find in TVHM, except in the Golden chest, will be limited to 50, but UVHM always scales to your character level. If you're much above 50 when you start UVHM, using gear that's mostly level 50 or lower, you could be in for a tough time.
