you need 210 Eridium for each weapon class maximum SDU.
For the bank & backpack 560 each.
Total Eridium required for all upgrades: 2590.
there's no such thing as an earliest posssible level, you only need to have the Black Market unlocked in your story, the rest is farming Eridium.
You can't buy skills. You get skillpoints by leveing up, level 72 / 68 skillpoints is maximum.
As for skills, at level 72 you will have 68 skill points to use (if you count the one used for the action skill).
I'd say wait until the end of your first playthrough. Then you can farm the Warrior for Eridium, he drops a lot, also gives decent xp, and some occasional Legendaries. But anything earlier is probably a waste of time, too little Eridium to farm efficiently.
EDIT: as Dryden said, the Dragons in Tinas DLC are also a good place, if you have already progressed to that point there. The dragons drop around ~70 E, the warrior around ~30. But the warrior is a much easier fight, I think it's more efficient to farm him, however I have never done a precise comparison.
I farmed some high level gear, sent it to my low level as soon as they could access locker and black market and sold the weapons for tons of money, then spent about 2 hours using slot machines to get eridium, maxed all the upgrades I was going to use then played the game.
There are other ways but I just wanted to see how much Eridium I could get
Hmm that's not a bad idea if someone has a high level char. Do the slot machines give E independent of playthrough or player level?
Btw you can also do red chest farming. No made a pretty good guide about that in this forum, few days ago.
Ofc both the slot machines and the red chests are slower than farming the warrior, but you can do it much earlier and avoid a fight.
The only thing that ever changes about the slot machines is the cost and level of the gear. I managed to collect a few hundred E in two hours on one of my alts.. though I would likely go insane if I ever attempted to do it again.

oh man. Just get gibbed and do the job yourself if you don't care about cheating. Takes 30 seconds. BTW maxing all skills is a really dumb idea with most chars. But you'll figure that out yourself eventually.

Cheating is what's that called. The use of any software other than the
game and your operating system is cheating even if its the other players
that use the outside software to impact your stats. So now we know
you are a cheater.
