What exactly is "override cooldown"?

Hi. Sorry if this is common knowledge but I've done some digging around and came across some conflicting info, so I figured I'd come here and have it all sorted in a nice digestible fluid that even a vegetable could swallow.

What the ♥♥♥♥♥♥♥♥ is "override cooldown"? I've seen this on various relics and perhaps class mods, usually referring to "melee override cooldown." What function does this serve? Does it stack with general cooldown rates? I have no idea what is going on.

What is even happening right now? Please help me. Thank you.

increases the cooldown of your melee override attack. Certain skills transform your melee attack into something else, for example: Maya will shoot a slag ball when meleeing then. This special attack also has a cooldown, and during the cooldown, melee attacks will only be melee attacks.
