So how do I downgrade? And is there anything negative to doing that like breaking the game or multiplayer?
Pack #1 was included in the GOTY. #2 was not.
UVHM upgrade #2 was never a scam. Packs #1 and #2 both added the 11 levels you needed to reach the game cap (at the time) of 72. You have always needed both to be able to do the OP levels when you were [max level]. [Max level] is important here.
When 2K released Lilith's as a stepping stone to the new BL3, they raised the game cap for everyone to 80. New [Max level], so you were unable to earn any new levels when you were not at the new game cap of 80. Since you were no longer at [max level, just 72] you couldn't start the game at a chosen OP level any more. You didn't lose them. They were not somehow stolen from you. You were just not able to activate them again until you reached [new max level, 80]. You kept any you earned, and you were also able to use the gear you had.
Lilith's is a sort of Vault Hunter Upgrade Pack #3, with the 8 additional levels (and 2 more OP levels) you need. And a whole lot more besides this.
2k originally had it available for free for the first month. You had to go to the store page and specifically download it. It was not automatically added like the HD graphics upgrades.
After the first month, 2K bumped the price to 50% more than all of the other big 4 DLC's. Greedy imo, and they could have handled it better.
It really has become an essential part of the game now, if you want to be able to take your characters as far as they can go.
As far as downgrading your game is concerned, you can revert it to the previous version where cap was 72, Lilith did not exist, and you could earn the 8 OP levels.
If you want to co-op, everyone needs to have their game reverted - game versions have to match.
To see how it is done, read and understand what the guide is telling you. And make backups of your current game and game saves etc.

You need all 3 for 80.
Yes, provided you reverted your game to the earlier version. You will be able to earn them all at 72, and when you do get Lilith's at some point in the future, you will not need to redo any levels - you earned them already. But you will have to take that character to 80, before you get a chance to use them again.
The OP levels are earned when you are [max level].
2K changed the Game cap to 80 when they released Lilith. You cannot do the OP levels at 72, unless you revert the game, so the game itself knows nothing about Lilith and all the changes that were made.
Reverting means the only people who can game with you have to be running the same game version as you.
2K changed the GAME cap to 80. Even if you had the basic game with no DLC's at all, the cap will still be 80. The game itself needs to understand about all the extra new stuff, so it knows how to deal with it.
Lilth's DLC did Not increase the game cap, but it does allow the 8 new levels when installed. Not the same thing as the GAME cap being increased.
Base game + 1 Vault Hunter Pack + Lilith's will leave your game with a cap of 69.
base 50 + 11 + 8. The actual GAME cap will still be 80. You will still need all 3 to reach it.
Greedy practices, I will not be buying their new game or any at full price unless it's discounted -80%.

As far as the Handsome Collection goes, the contents of that bundle was set several years before Lilith was developed and released, so it will not be included in the HC. There is nowhere that says that says that the HC will also have all future content releases automatically included. Nobody does this.
The Handsome Collection is a different bundle - you will only pay for stuff you don't have already, and the price will be adjusted at checkout at the Steam store. And also the reason you cannot gift it to someone.
The DLC does go on sale, but not often. If you look elsewhere for Steam keys you can often find it on sale on other sites. It is a Steam key, so can be found elsewhere, like the macgamestore.
