Try Pete's bar in TVHM. The enemies will not have the annoying UVHM health regeneration.
I usually try to get ahold of a level 15 or so shock plasma caster with a good shock chance to do this one. If you somehow managed to farm a very low level shock B**** Unique that would work as well. My lowest is like a level 21 and its too powerful for the area I farm in (Southpaw Steam and Power) for mini bosses.
Generally the whole thing is about timing bursts from your weapon so that actually the dot makes the kill and not the shots that trigger it.
I fird the smg class to work the best and Gaige in particlar has an easier time doing this one with some points in (more pep) and a zapper com.

because normally I do my legendary weapon shopping from the loot midgets in the Wildlife Preserve, but Uranus in the "Commander Lilith" is also a great farm as well (as well as the porta-potty in the same DLC for loot midget farming, providing you don't pick up the magazine associated with that mission)
