If you're looking for a low level one, you can farm Wilhelm in Normal Mode. It may still take a while, but at least it will be easy.

If you are wanting it only for launcher ammo regen, get the lowest level one you can, as they will be less dangerous to you. My mechromancer found an OP6 version in one of the Digistruct chests recently, and it is genuinely dangerous for her to use for launcher ammo regen. One from normal mode would do the job just as well.

As Waste_of_skin ^ says, your best bet is to farm Willhelm in Normal mode. My siren has a level 19 one from him, and it is still useful to an OP8 siren.

By farming Wilhelm you can get it within few runs, this weapon is easy to farm, same as slagga or hornet, even easier than these two.

if you wanna regenerate rocket ammo by firing at the ground beneath your feet, then yes

Yeah, if you want rocket ammo. That's probably the only use most people have for the Logan's Gun.

FWIW, Wilhelm can also drop the Rolling Thunder legendary grenade mod. It's not something that I'd use, but you might want to check it out.
