Is the real problem that the game won't run? If so ...
Have you played BL2 before on that computer? If so, my first question would be why it decided to show you the EULA.
Have Steam verify the game cache. It's normal for 1 BL2 file to fail.
Try skipping the launcher and running Borderlands2.exe directly.
It's is fixed now, I was running Windows 10 to see if it was any good and it sucks, so I went back to 7, everything ran fine. Thanks though.
FWIW2, I've been using Win 10 some (still on a separate test drive) and it has worked great for me, including running BL2 just fine. So it's not completely broken, but some people have had problems with it (like most any other OS :-).
Truly happy that you are up and running, but I have been running Borderlands 1, 2 and TPS fine on WinBlows 10. I did have an issue with permissions at first but some really smart person posted a fix that got me up and running far easier than what I was doing to fix it. I use the launcher too, no running as admin, just normal.

edit: did you get the Windows 10 GPU driver? And used DDU to remove old one (or was it clean install?) If you upgrade, the 7 drivers as going to be a problem, was for me.
