If you mean in the in game cutscenes like loaders busting thru the prison wall or the moon-shots fired at sanctuary that are like 10 seconds long , I've never felt the need to skip them but there is a mod for skipping them.
https://steamcommunity.com/sharedfiles/filedetails/?id=3149494216 Diaglogue skipper might help It's an SDK mod so follow that guide above to install SDK mods , then look on the SDK mod page https://bl-sdk.github.io/mods/ for Dialogue skipper it's pretty quick and there are a lot of other good SDK mods so once you fix the cut scenes you could fix other things that might bug you like No ads mod to get rid of annoying BL3 and tiny tina in game ads , Loot collector , brings all dropped loot to you and stacks it neatly so you can easily loot after a messy battle or if the boss explodes and throws your guns off an edge (Not this time Wilhelm)

12 years is the total time elapsed. gearbox should have LONG had patched in the ability to skip cutscenes. smart aleck. its not my fault it hasnt been implemented yet and i highly doubt i am the only person to think this way.
whether the long intros for the dlc's or the ones for certain missions like freeing butt stallion at the end of the tina dlc.
just take the awakening intro cut scene with claptrap. a char, will see that in normal, true, and ultra. thats 3x minimum and thats for one character. theres 6 characters. that's 18 times minimum if you play one of each character through all 3 modes.
that gets even further repeated when you take into account the fact that it is a multiplayer game.
you are liable to see the same cutscenes hundreds if not thousands of times.
so yeah. a cutscene skip would have been and would be handy.
the question is, whether or not gearbox still gives a crap about doing any kind of patchwork that would implement into the 3 main borderlands games, the pre sequel, & wonderlands.
and this is not just for borderlands 2. borderlands 1, borderlands 3, the presequel and wonderlands all have some cutscenes that can be rather annoying to sit through multiple times per char, per mode.
They took the time to release a patch to add in advertisements for other games , that patch also caused some serious stuttering in game.
Gearbox didn't care and didn't fix the stutter or other long time problems (if you have the stutter problem , on the main menu screen in game go to network options and set your game to offline).
They also released a brain dead HD texture pack for a game that can only access about 3gb of memory (it's 4gb aware but has some issues) , the HD textures broke the game. but the only reason they did it was to get people interested in borderlands 3 so they didn't care about the consequences.
I only play modded with mods that fix bugs and other issues so I forget how many things have just been left in the game.
I also hate that claptrap "wake up" cutscene and a few others too , but I like more cutscenes than I hate so I just keep them enabled , those two methods to disable them unfortunately disable all of them so you can't just skip the ones you want , but if you don't care about missing some it should work.
If you don't want to mess with mods just use the second guide and follow the INI sections to disable all cutscenes not just intro cutscenes.
