You're supposed to do enough side quests to stay on or about the same level as the main mission quest you're currently working on. You don't have to do them all, (and if you know what you're doing, you don't even have to do very many of them), but you do have to do some of them.
They're optional so that you can pick how difficult you want the main missions to be. You can keep yourself at the same level as the main missions, or over-level them, or under-level them (for added challenge). But when you find it getting too difficult, then that's the time you should go do some.
Zones also have a level based on what level you were when you first entered them. So Three Horns is likely to be level 6-8. But Frostburn Canyon will be 1-3 levels higher. The Dust will be a level or two above that. The Bloodshot Dam will be a level or two above that, and then the Tundra Express will be a level or two beyond that. Etc.
If you go back to an older level and just try to shoot ordinary MOBs, then yeah, you won't get valuable experience. If you go to the level right before the last one and re-run the map, things will be closer to your level.

It'll tell you what level the quests are nominally supposed to be, and let you pick a zone that's actually useful to you.
TL;DR: Stop skipping all the side quests.
Anyway I got to 29 farming frosty boss.
After this I started main and dragon keep dlc.
Rest dlc are ruined because if you start it lvl 14 then it's pointless finish them.
I hope after normal mode mobs scale.
The gear is largely irrelevant because the gear isn't the point. Even if you're way over-leveled, you still get a fair amount of experience for a quest turn in.
And if you went and started all the DLCs at level 15 then that's on you. That's why they're set that way. If you're level 30, then both the Sir Hammerlock and Tiny Tina DLCs are available.
My point is: If you're going to play the game in a way that works against the quest experience system, then you're going to have trouble leveling. That's a choice you made.
Everything scales automatically in UVHM, the third game mode. In the first two modes (Normal and TVHM) quest and zone levels are fixed. However, at the end of TVHM, when you've completed Talon Of God (the final story mission) then all remaining quests that you have NOT accepted will level up to 50. Back when the game was released, this was sometimes referred to as game mode 2.5.
You say the rewards are bad but do you realize most side areas have a bunch of weapon chests at the end of them ? Rather than repeating the same quest over and over you could just play the damn game , explore a little and profit.
Or just treat the game like a job , grind , b!tch about it, rush to get it over with and get paid with your steam awards , sounds pretty miserable to me though.
He's in Normal mode, and he's been skipping all the side quests. Drops from Savage Lee are going to be about level 6ish. They'll be useless to him at whatever level he's managed to reach.
That's only an option if you own the Commander Lilith DLC.
Someone should be really speedrunning the main story to end up being so seriously and frequently underleveled. You are just playing the game in the wrong way.
Don't just go to some random older zone, lol. Just pick some side quest that is around your lvl, it will lead you to the enemies of your lvl.
Btw, in UVHM all the enemies will always scale to your lvl, you may enjoy that more.
