Always works for me....I should have clarified a bit more though, too. I don't just leave then come back...I do a side mission or something to force the lockers to reset. I get plenty, but as I stated before, I find this method mundane after awhile.
I believe that once a regular container is opened, it stays open, until you exit to the menu and reload a character. Completing side missions doesn't change anything. Now, one exception might be when you get Sanctuary flying, since Sanctuary on the ground and flying are really two different locations. But other than that, I think once a regular container is opened, it's open until you reload that character.
I could be wrong, but I think I would have noticed if containers were resetting like that. I'll have to try to remember to test that sometime.
I'm playing now but I have plenty of eridium already so havent had to try this method again...I'm not trying to argue with you or anything like that. Forgive mme if it appears that way. I just re-installed the game last night after nearly a year of not playing it. Come to realize I upgraded to win7 this summer and it wiped all my progress as i did a clean install. I'm hating it atm. Lost all my BL1 items for the loyalty bonuses (just hats and such I know but still :P) Today alone i have gone to Sanctuary 3 times and each time the lockers and boxes all reset. Sanctuary just floated away so I might be wrong after this part. I honestly can't remember now. Looks like i'll be playing BL1 as well to get my game back to where it was. All that BAR and UVHM stuff is just GONE!
For the BL2 characters, etc., those are in your user "documents". If you did a clean install, they would be erased. If you had a backup copy, you could just copy them back. Or, if the Steam cloud was enabled for BL2 before and after the clean install (and you're using the same Steam account), then they should have been d/l'ed from the cloud, but it's not perfect. You could try contacting Gearbox. I don't know if they can/will do anything, especially about your lost characters, but apparently they have recovered some profile data (BAR, unlocked heads and skins, etc.) for some people.
As for the containers, all I really know is that I'm used to seeing them empty when I return to a place where I'd opened them earlier.
All good...it's a pain but when ya love the game it's worth it to do all over again. Yeah...lost ALL files as I hadn't really intended to start playing this again. All good though! I didn't use Steam Cloud. I'm considering gibbing my first replay for weapons/shields just to get me throught the main story once, but not exactly thrilled at that prospect either. I hate being boosted when I'm good enough to do the work on my own as well. Just a pain, ya know? lol. As for the locker resets, it's odd we are encountering opposite situations. Maybe I'm seeing it wrong, but every time I go to sanctuary, I make a bee-line straight to Tannis' office and open those and Scooter's lockers. As stated, not trying to argue, just trying to figure out how we are seeing two different things here. I'm not concerned with being "right" but if you'd like I could try to reproduce it then make a video of it? I'm NOT saying you are wrong either. Please hear that! But that's an option I can do if i can recreate it in a few minutes after I find sanctuary again lol. Or I have a Gaige I want to start as well so could do it with her when I get to Sanctuary. And with 450+ hours in ya gotta know I ain't lying about having a high BAR and item list lol...
Are you seriously telling me gearbox actually recovered lost profile data for people individually in some situations? this is... awesome.

while Blizz is like.. someone: "my diablo hardcore character with 500h playtime died out of the blue in a safe location while i was streaming on twitch, clear evidence here that it's because of a game bug." - Blizz: "nah bro it's a hardcore char, you know the rules = we don't give a ♥♥♥♥ about your death. we understand your frustration bbg but we won't do anything for you, baaye"
Even if it were an option, for me it's just not worth the hassle of waiting for a ticket to get responded to then get it all back. I really don't mind doing it all again, as it's a blast to play. Would I rather have all my stuff back? ABSOLUTELY! However, it's not that big of a deal to me to go that route. Just a pain. But I hear what you are saying. If my HC Barbarian dies in D3 I feel the same way...it's HC...it's what I asked for. Bug or not. Life ain't fair sometimes so ya just roll with the punches or get the heck out the ring.
anyway, you know, I love HC and I dont mind dying at all, after all that's what HC is all about. Was getting tiring last season thou, wasted 5 monks because of crappy server disconnects. But then again, there was this one guy, streaming on twitch - in the menu selecting his HC char - unable to start the game, some error code - frozen screen - after a few seconds, character screen changes to the Dead Hardcore Char Screen.
And Blizz was like, "Nah, your problem buddy. The game didn't have anything to do with that."
and there i find it rather awesome if a much "smaller" developer like Gearbox actually takes the time trying to help people recovering their stuff, in a completely non-competitive game.
aaaanyway, got off topic.
If I were you, I's do myself a favor here and use gibbed. Takes 10min (maybe 1h if you never used the software before) and you have your entire chars back, or at least the stuff you remember. If you dont remember it, it wasnt important enough anyway.
If you have a problem with the aspect of cheating - well, just delete gibbed afterwards. By all means, using external software to recover lost data can't be considered illegit.
I believe people have posted that. I can't direct you to specific posts, but, unless my memory is playing tricks on me, more than one person has said that.
FWIW, while it's not the same thing ...
If you play the game "Poker Night 2", you can win a special head for each BL2 character. I played it a while back and won all of the items, but none of them appeared in my game. I contacted support and, after sending proof that I won the items, they were unlocked for me. The whole process took a couple of days. For the record, while I was theoretically contacting Gearbox support, it was actually 2K support that responded.
I took a character that was in Liar's Berg in Normal Mode and got them to Sanctuary, into the Raider's HQ (got the mission to look for the Firehawk, but didn't start it). Opened the lockers in HQ and Scooter's, went to another map and came back, and they were still open (and empty). Reloaded the character from the menu, opened the lockers again, did the Southpaw mission, came back and they were still open.
But I guess it's possible that there is some specific situation where those lockers will reset if you just leave and come back.
