How does Siren's Recompence work?

It says that there's a chance that health damage will also be taken by enemy. I assume that damage to your shield does not get reflected back, only when they get through to your health. By then you are in danger

When an enemy deals direct health damage to you, there is a chance they take the same damage that you lost.

Skill is so bad I couldn't even remember what it was and siren is my second most played character , harmony tree is pretty crappy all together and the good stuff is right at the top so no need to waste points digging into the garbage just to get a slag melee override (it looks cool but total waste of points).

I could see Recompense MAYBE being useful if you specifically want to play the team nurse and have kinetic reflection and a good anshin shield but even then you are forcing a gimmick build , your points would do more good somewhere else.

It is bad, but it can also be brokenly OP for some builds/farming-spots :P
