If setting it to enabled doesn't work , strangely enough setting it to Disabled sometimes works , but it will treat the controller as a generic gamepad and some features might not work. Usually this happens because your firmware is not updated properly so for the next step....
Try connecting the controller with a USB cable and updating firmware using Xbox Accessories in MS store app, (or whatever they call it) Test if it works wired vs wireless. Sometimes steam has problems with bluetooth controllers , updating should fix this.
Make sure you friend has windows updates installed , there have been multiple updates that fix broken controllers on windows , have your friend check their version of windows and see if there is an optional update they might be missing.
