The "$" is the Seraph Vendor. You have to go back behind the building to find him.

If it's your first time playing you might be tempted to do all the DLC right after beating the game but this is a bad idea.
By the time you beat normal your level is around 30 or more , doing DLC will put you over the EXP penalty for normal mode and you will get lower level rewards from the missions , you are better off going to True Vault Hunter Mode , the next difficulty rather than trying to farm stuff in normal that will become instantly outdated in TVHM.
If you are following a guide for your build it is probably suggesting you "End Game options" that doesn't mean end of normal mode , it means UVHM which would be your 3rd time thru the game after beating normal , True vault hunter and entering Ultimate vault hunter mode.
Good job beating pete on normal , you are probably more than read to tear thru TVHM and get to UVHM pretty quick , then you should start farming for those items.
On top of that the melee boost is bad even on on Zer0 and Krieg. If you are planning to use the override cooldown rate for Hellfire Halitosis, it's not worth the investment. You'd be better off using an elemental relic or bone of the ancients to boost that skill, and even then it's a bad skill.
Do bear in mind, the gear cap for TVHM is 50. And enemies in UVHM are automatically your level (or above in the case of bosses). Starting UVHM at (say for example) level 57, with only level 50 weapons ... is an unpleasant experience.
You can use the Golden Chest in Sanctuary though, gear from that is always your level, regardless of game mode.
If you start it at a lower level and remember to change gear to use the highest level stuff you can find you should do fine,
People come in from TVHM with all their legendaries for their build and don't want to use the greens and blues dropping from enemies but you really should , the raw stats of shield and DPS scale very quickly with levels so being behind on levels makes you much weaker.
You can keep your slag weapon if you only use it for slagging but swap out your other weapons and shield frequently for whatever is best stats even if it's only a green. (things like COMs are fine to keep the TVHM version until you get a better UVHM version)
Basically ... yes.
The point is that level is one of the most critical elements of your gear. On-level gear is effective, sub-level gear rapidly becomes obsolete. Generally speaking, I'll replace my weapons about every 3 levels in UVHM.
UVHM isn't about leveling. UVHM is about keeping your gear up to date, and leveling is an incidental process that actively degrades your progress towards that goal.
During leveling in UVHM people tend to pick a few key weapons and just workon keeping them up to date. The benefit of UVHM, is that loot drops also scale upwards as you level, so you can keep using your favorite weapon (assuming it's a fairly easy one to get).
Popular weapons that are easy to obtain include:
The Hornet (which drops from Knuckledragger on the Southern Shelf).
The Unkempt Harold (which drops from Savage Lee in the Marrow Fields).
The Lascaux (which spawns in a pool in Frostburn Canyon).
Others have various favorites, but those are always my go-to favorites for early-to-mid UVHM.
Once I've gotten to Thousand Cuts, I tend to switch from the Lascaux to the Bitch though (ideally a Corrosive one).
