For shields:
New Item: <select expansion or main game>
Type Filter: Shields
Item: Whatever you want the shield to be (if you choose something like the Pun-chee you must have selected the correct expansion or the item won't work)
Balance: Rarity you want, if you are choosing a red text shield there should be only one option
Manufacturer: Ditto
Manufacturer Grade: level
Alpha: Shield body, use a parts chart as a reference (linked below)
Beta: Shield battery, ditto to the above
Gamma: Shield capacitor, ditto to the above
Delta: Only one option
Epsilon, Zeta, Eta and Theta: not needed
Material: Only one option
Prefix: type "None" (without quotation marks obviously)
Title: Ditto

Generally Maliwan is best and Hyperion is second best (it's important to know this as some shields have fixed parts), the only exception is pangolin (AKA turtle) and tediore (AKA standard) shields, as they don't have a special effect, so up to you what parts you want for those.
I know, contrary to popular belief, some people actually enjoy a bit of challenge in games rather then just walking around like the terminator one shotting everything I see.

Gibbed was made as a testing tool, a save import tool (from console to console, console to PC or PC to console), as a way of helping people who wanted to change character without starting over, and also to get gear they would not have time to farm. Despite this, people still get upset about "legitimacy", because some people just use gibbed for free gear, and to some people they don't want to play with players like that in multiplayer.
Here are a few examples of how broad "legitimacy" is:
1) I can buy an Unkempt Harold from a Torgue vending machine, then change it to the parts I want, or I can log in and out for around 2 hours hoping the one I want shows up.
2) I have farmed the perfect Lyuda, but I don't like the scope. I could continue farming or I could change the scope using gibbed.
3) I want to farm a perfect Flame of The Firehawk, but can't be bothered to reset my playthrough, I have the choice between Alt+F4, read-only farming and gibbed.
My opinions on those examples would be:
1) This is fair you are cutting down a lengthy process, without giving yourself something for free.
2) This is cheating, you are modifying something in a way that gives you something for free.
3) Resetting your playthrough is the only legitimate method, anything else is either cheating or abusing a games mechanics.
Are my answers right? Nope. This is because there are no right answers, everyone has a different opinion on the matter, so just play how you want to and shut out the kerfuffle.
fair enough. i only mentioned it because i didnt want anyone to waste time explaining how to break the weapon system or anything cause i know some people do that.
i dont want a weapon that shreds through anything i look at or anything. im just wondering about getting the legitimate specs for said weapons and shields and whatnot.
legitimate meaning as i said, not something that wouldnt drop in game.
