As for specific gear, slag is always nice to give you that bonus damage. Moxxi guns heal you some when you shoot enemies so that may be worth investing in. Homing grenades are awesome for this fight since they are pretty much the only ones that will hit Blood since she flies around a lot. Transfusion Grenades will heal you, so that would help some. MIRV grenades would be good for the extra damage. Try to use weapons that are given bonuses by your skills, like assault rifles if you have him skilled that way. If all else fails, explosive weapons are always reliable. An adaptive shield would give you resistance to whatever element she hit you with last, and shields that drop boosters are always nice. And Pangolin shields are useful because of the high capacity and the fact that shields give a decent damage reduction compared to your health. Or simply find a shield with a short delay and quick regen.
As for the fight, obviously dont hit her with the same element she is. So dont shoot fire when she is fire Bloodwing. But shoot fire when she is the other elements since the fire will deal bonus damage to his flesh. Remember to slag her first if you need the bonus from that. Leave a couple of the skags alive at all times for second winds. Trust me, the added annoyance is worth it. Make sure your turret is out in the open so it can hit Blood more and the skags less. Try to critical as much as you can by shooting her head if you can. Keep on the move to dodge if you can, or hide behind stuff. I always kept a rocket launcher in my last slot for second winds. Just try your best to kill her quick because then she is changing elements more than actually attacking you. Plus the longer she lives, the more elemental damage you're likely to receive and the more she can divebomb you. Plus it's just sad to see her live longer than she must in this form.
And if all that fails, and you just cannot beat her no matter what, then I would say that you borrow your school's internet and coop the mission so you can beat it. I would personally be happy to help, either at your level or at a much higher one so she is done quickly. I could be a support to you or help you kill. And there are plenty of other people on these forums that would be glad to do the same. The fight can be pretty tough, but she is beatable, even on solo. I wish you the best of luck with beating her.
TL;DR: good gear, high level, practice, good fighting technique, school internet for coop if you must. Good luck.
I actually prefer the long-winded responses as they cover more detail.
This is the build I'd use if I had the DLCs:

While leveling:
- Preparation and Willing make a very good combination. Willing more than halves your shield recharge delay and adds 75% shield recharge rate, while Preparation increases your max shield capacity and heals you while your shields are full.
- Get the rockets and get extended turret duration. It does wonders for the damage output of the turret.
- There are two on-kill skills that give bonus gun damage/move speed and fire rate/recoil reduction. The buffs are pretty hefty at the fifth level of each skill. Paired with an automatic weapon, they can become quite deadly (if you're willing to sacrifice some points in any tree, you can go for larger assault rifle magazines so you can trigger the kill skills and not have to reload as often).
