The upgrade pack #2 was developed and released after the GOTY was released, which is why it is not included in the GOTY.
What does it do? It increases the character cap to from 61 to 72 (+ 8 Over Power levels. Effectively 73 to 80)
This is all you need to get the maximum out of the game.
There are the Headhunter DLC's which are quite fun - The Mercenary Day one is a great source of loot, and is repeatable.
The reset of the DLC's are all cosmetic skins. Get them only if they are important to you.

This contains ALL non-cosmetic DLC (unlike GOTY), for the best price around ($12) even during a Steam sale. Gives Steam keys, which grant Windows, Mac, and Linux versions.
If you really want to have the "Complet Edition" of BL2, and don't care about skin and head packs, buy all 5 Head Hunter Packs too. Short campaign add-ons but fun.
I don't have a mac, so I don't want to risk it.. Might aswell buy the game from a trusty old friend of mine - ♥♥♥♥♥ :)

I see you already have the game, but for future info. When you get a game on Steam, you can then use it on any platform the game is available on. Borderlands 2 is available on PC, Linux and Mac, buy once play on any or all of the three. So buying at a Mac store is the same as here, the only thing I think that changes is who gets what money.
WHAT has that to do with this? All I did was explain that Steam keys from a Mac store for this game work on all platforms. You can't get a none Steam Borderlands 2 other than pirated, even the boxed game has to be activated on Steam.
