Get to lvl 80 and then fight through digistruct peak .

Each time you complete the peak you will gain one op level. It will get harder as you progress.

In order to obtain the Over Power levels you need:

1- Unlock Ultimate Vault Hunter Mode (UVHM), play in this mode and complete side missions to gain experience and you can also play the DLCs to get experience.
2- Level up your character to level 80.
3- Once you are level 80 you have to play in The Raid on Digistruct Peak to get the Over Power levels, every time you complete the Digistruct Peak you get a Over Power level, so until you reach Over Power level 10.

Important note:

In order for you to reach level 80 and obtain Over Power level 10 you need the next DLCs:

Ultimate vault hunter upgrade pack.
Ultimate vault hunter upgrade pack 2.
Commander Lilith & The Fight for Sanctuary.
