So, you're trying to get the heads and skins? Good luck with that. I've opened hundreds of dice chests (quite possibly 500 or more) since the heads and skins were added, and have probably seen less than 10 of the heads and skins. They are quite rare. As you said, you have to roll a 2 or 3, because those rolls give you white gear, and that's when the heads and skins appear (even though at least some of the items are actually blue).
To answer your question, the best place for dice chests is after beating the raid bosses. Each time you beat them, there are around 50 dice chests to open (which is how I've managed to open so many). But you only get to fight the raid bosses after you complete the main story missions, and you have to be able to handle the bosses. So, if you're still working your way through the DLC in Normal Mode, it may be a while before you're ready for that. But once you are, you can go to their map, kill them and open the chests, exit to the menu (without leaving the map) and reload and go again. Lather. Rinse. Repeat. A side benefit is that the raid bosses drop around 70 Eridium on every kill, along with a lot of other stuff, a Seraph item (every time), and the occasional legendary.

FWIW, you might be able to find someone in the trading forum that can just give them to you, especially if you're just looking for one or two specific things.
PS: Is there any particular reason that you don't want to create a Shift account? I don't know of any good reason not to, and not having one means missing out on gold keys (among other things). It's your choice, of course. I'm just kind of curious.
I didn't like what I read in their privacy policy:
"...participation in the Gearbox service known as “Shift” requires its users to provide additional forms of data, including personally identifiable information."
I may bite the bullet and make an account someday but, for now, I just don't want to.
