After logging out of the game, Steam will show you all the photos you took during that gaming session so that you can choose which to keep & which to trash.

3rd Person mode, and other features were things that they simply removed from borderlands 2 where you could still do them with a console command in 1.
But neither has proper photo mode, even the hotkey cheat to remove the hud and go into 3rd person in borderlands 1 wasn't a true photo op mode with a mobile camera and exposure, etc.
