Gearbox has visibility of data in a way we don't, and this obviously also includes console players. Pun not intended, but this game is Legendary.
That said, a lot of the people who play these days, tend to either play solo, or play with established groups of friends. So the pool available for random co-op play is a lot smaller than the total player base.
If you want to play co-op, having a like-minded group of friends has always been the best approach.
Both games are great but borderlands 2 has more (and better) vault hunters, a far more charismatic antagonist and much better endgame.
