It's "shift servers", not "the servers".

Wait for it to time out and inform you that SHiFT is offline, then continue as normal.

If you want to play the game, just set Steam to offline mode and then start the game up. It won't try to start an "Online" session when it doesn't think it's online.
If you want to access steam while playing, then just set steam back to online once you have gotten to the games main menu.

Do you mean online for MP, or bypassing the need to be online for playing solo?
If the latter, yes, easily.
If the former, sorry, not a clue.

For "go online", it's possible for people to play. Not sure about co-op, mind.

I'm having this issue too. The game worked perfectly for me last night. If I boot the game (even in Steam offline mode) then I just get stuck on the title screen with the logo appearing and disappearing for a minute or two before the game crashes. Completely disconnecting my computer from the internet and then booting the game at least allows me to get to the main menu, but sadly I wanted to play CO-OP so this isn't good enough.
