Report a translation problem
Don't hold down the button and try to slowly move the cross hairs while zoomed in.
Instead move them quickly while not zoomed then TAP zoom once to zoom in, this will automatically center your crosshairs over the enemy if you have aim assist on, from there you can hold zoom and aim for the head or just tap it and tap fire at the same time for a quick centered + shoot combo.
Practice in the firing range until you get the hang of it and can quickly pull off a head shot or center mass quick shots , depending on your type of sniper rifle.
Controllers will always be at a disadvantage vs mouse and keyboard , it's a lot harder to be as accurate or as fast using a controller , and damn near impossible to be both as accurate and as fast as M+K , that's why aim assist was invented.
General tips (you probably already know this stuff)
Snipers are best used at long rages where the enemy is in a idle animation, kill them , retreat until you lose aggro , maybe use a grenade with singularity to pull enemies in and give you a chance for another shot or use zeros ability to distract them, or the best option just switch to a different weapon once the enemy has engaged.
Mix it up
If you want to use snipers all the time and not use other guns, look for snipers that are powerful bolt action high crit type (MuckMuck prefix), use these for ambushes.
Get a back up sniper that can be good with hipfire or quick aiming using the tap method (Pooshka type are semi-automatic with low recoil , droog are fully automatic).
Legendaries
There are a few sniper rifles that do aoe (Storm , Volcano) have multiple projectiles (Lyuda , Pimpernel , Skullmasher) that would fit the roll of a switch weapon when the enemy notices you and gets too close.

But I recommend having other types of weapons instead , both because sniper ammo would be an issue if that is the only gun type you use and also because those good Legendary snipers can be a pain to find.
