At OP1, base level enemies are 73, at OP2, base level enemies are 74, etc.
You stay level 72 (although you can get better gear). You can reset UVHM at anytime and replay the entire game, but that's a separate thing from the OP levels.
There are no choosable difficulty levels like some other games have. You start off your journey in Normal mode. You play through the missions, story and (optional) side missions until you reach and defeat the final boss - The Warrior.
That unlocks the 2nd playthrough, True Vault Hunter Mode - TVHM.
TVHM is doing the same missions from the start again but the enemies are of course harder, gear is better etc. Once you have defeated the Warrior again, this unlocks the 3rd playthrough, Ultimate Vault Hunter Mode - UVHM.
Same story missions etc, but UVHM is where it gets real. This time round the enemies are much harder to deal with. They are always at least your level, they take more damage, have health regen, nastier weapons etc. UVHM is the real game. Everything up to this point has been learning how to play and getting some practice at it (Normal and TVHM respectively).
Normal = tourist / easy
TVHM = normal
UVHM = hard / serious
OP levels = Mental / Nightmare. (can be both with some of the bosses)
The OP levels are something you can do when you have capped out at level 72. They are effectively levels 73 to 80 as far as gear and enemies go. Your health does not continue scaling in the OP levels. Doing the OP levels allows you to use OP level gear and if you want, to alter the level of the enemies you will face. So quite possible to get to OP8, equip OP8 gear, and then start the game at OP0 - normal UVHM enemies. Easier to deal with. :)
Note that once you unlock TVHM / UVHM this does not stop you from doing missions in normal mode. When you start, you get to choose what mode you want to start in.
There are some achievements for doing all missions in the game, the various DLC''s etc. These apply to a specific playthrough, so if you are achievement hunting you could either do all the missions first time through, or come back to Normal mode later and complete them then, when enemies will be less annoying. :)
If you have the assorted DLC's, these are Additional Content and were released after the main game. Some contain spoilers to the main game, and more importantly, do not start off at level 1 like the main game. They are designed to be done after you have completed the main story.

at level 72 op0 enemies are the same level as you (some slightly higher or lower)
now for each level of overpower you reach they will all level up 1x
for example
op0 - 72 avg
op1 - 73 avg
op8 - 80 avg
this doesnt reset your story meaning you have to play thru 8 times for each op level, it simply unlocks the option to overpower your enemies.
However if there's an item you need from a quest (sandhawk/rapier/rubi) you have the option to reset your playthrough on uvhm (Press Q on the playthrough select screen) in order to replay the missions you need, however this also means you have to sit thru all of claptraps ♥♥♥♥♥♥♥♥ again, so it has it's drawbacks
It is still UVHM, but you can launch the game at whatever OP level you have reached. You get the option to choose when you start.
