This is an ARPG, the focus is moment-to-moment game play. Enemies drop large quantities of highly randomized loot. If they didn't respawn, then you wouldn't have access to most of their best drops.
Normal enemies respawn on a timer. Everything respawns (with one or two VERY rare exceptions) every time you reload the game.
That's the way it's supposed to be, it's a feature.
If you want enemies that don't respawn, then I suggest looking at more traditional RPGs and avoiding the ARPG sub-genre.

Not entirely true, you have to take the mission Rocko's Modern Strife. Even then, there is the occasional surprise attack that can lead to cool loot.
