Head out along Bug Gulch at the back of Ellie's garage. You may be lucky and find some chubby/tubby spiderants there. Go to the end and when you reach the save point before the bandit camp, that is when she will spawn if she can be bothered. The spawn point is down that path, past the buildings. Kill the bandits, goliaths, midgets and spiderants that will spawn, and then deal with the Black Queen.
Wait, there's multiple fast travel stations in the Dust?
No. There are not. Only one at Ellie's, but there are exits to other maps - Lynchwood, Eridium Blight, Friendship Gulag etc.
