The level itself is completly irrelevant for that healing effect. And if you are gonna pick it up legit from the mission: as a mission weapon, the Grog will always scale to your level, so that's that.

The Grog Nozzle has a random chance to make the wielder "drunk", causing the view to tilt left and right and the character to make a hiccuping sound. Yes that is the best way to use it, gunzerking with a harold and grog is how you pretty much dominate the game all the way through (just have to get a new harold every now and then)
If you don't like the grog nozzle, she has a plethora of other much higher damaging elemental weapons that employ the healing bonus as well.
Yeah, Moxxi has multiple other weapons which heal. In fact, I'd gotten an OP8 Moxxi's Creamer to discover the healing properties. I just didn't know the Grog was a Moxxi weapon.
I'd recommend taking and keeping the Rubi as a reward if you're looking to rely on Moxxi weapons even if you prefer the Grog, because you won't be able to take the latter into any coop games.
The Grog's chance to slag makes it a great slag 'n swap weapon too. The drunk effect can be a pain at important moments but it can also be amazing - in the same way as actual drunkenness I suppose.
What I mean the only way to get a legitimate Grog Nozzle (unless it was dropped in the loot hunt in 2013) is to accept it as a mission weapon from 'The Beard Makes the Man'. It will stay there and level up with you until the mission is turned in.
Because it will be a mission weapon, you won't be able to drop it from your backpack, or take it into a coop game hosted by someone else who hasn't taken the mission. In anyone else's game, it just won't be there. Similarly if you enter a different playthrough mode in which you don't have the mission accepted, it won't be there. If you host with the mission accepted, everyone in the game will get the gun in their backpacks too, but only for as long as they're in your game.
This is the same for all mission weapons. If you sort your backpack into weapon types they're always in a category of their own at the top.
