I have a Level 40 Sandhawk, it's not that great...
Maybe I just need a higher level one.

I have a B.i.t.c.h, it IS pretty good..but the one I have has no elemental damage.
I think you've identified the problem there. If you are level 54 but using a level 40 Sandhawk, that's the reason you aren't impressed with the weapon. Once you start seeing a difference of three or four levels between your weapons and your own level, especially in true vault hunter mode like you are playing based on your level and ESPECIALLY in ultra vault hunter mode, it's time to find an on-level replacement which is why farming is popular. [Although the Sandhawk, to my knowledge, really can't be farmed which is why I've found it important not to accept the "Whoops" mission until I'm at a high level. Perhaps someone else can correct me on this].
The Sandhawk is a great weapon. Personally, I prefer it to the Crit which also has its uses.
But...
...few weapons are the cat's meow in all circumstances.Even the vaunted Norfleet (in my own experience). I'm still learning this and trying to figure out all the best weapon vs. baddie vs. strategy vs. character/build matchups.
You are correct bringoutyourded, the sandhawk was earned that way and it's a level 40. It's the only way to get a sandhawk, so now that I am in ultimate vault hunter mode, maybe I should try to get it again.
There are other useful shock smg's in the game. The Sandhawk offers potentially huge damage, but really doesn't work well with Gaige and large Anarchy stacks - the flapping bird pattern with a stack of 300+ ends up as a diffuse cloud. Almost useless.
Shock plasma casters, of which the Florentine also has slag.
The Commerce - Assassin unique drop is a decent shock smg.
Lots of choice if you are going for a shock Gaige build. The main problem with the Crit is that it is a once-per-playthrough mission reward, and will not be useful for very long. If you are in UVHM with a level 53 Crit, it will be less useful after 5 levels, and almost completely useless after 10.
The Assasins scale in UVHM - try them for the Commerce and see how it works for you. Otherwise, there are lots of other shock smg's out there. Find a new one, try it out.
I AM in UVHM and the crit is amazing right now.
Yea I've noticed how guns become useless as you level up, which I guess is why my level 40 Sandhawk sits in my locker in Sanctuary.

Yea I know, I hate this 10% drop, I found my crit gun at my feet this morning after reloading and was like WUT.

Ironically, I got a better Sham from the loot train and I've gotten two B_tches drop from Zaford while farming for a Maggie.
