Salvador ( Gunzerker ) is the more powerfull class in the game, you shouldn't have difficulty in game with him
Electric and corrosive weapons will help against loaders' shields and armor. Aim for their joints to dismember them. Hyperion pistols are really good for that, ironically.
I believe it gets applied if you get slagged, then enter a vehicle before the slag wears off, and it can very easily be mistaken for a very harsh difficulty change around the part of the game that you are talking about.
Try restarting the game then, give it another go, and if the game is still too hard after that then you may simply be using gear that isn't quite up to date. Weapons and gear have levels and you want to keep those in line with your own level as best as you can; and check the mission log to see what the recommended level is for your current story mission.
Do you have a Moxxi weapon in your offhand?
Ruby would be ideal. Have you completed the Mission Rakkaholics Anonymous (and turned it in to Moxxi)? If not, then go do that. A Slag Ruby would be ideal.
Data Mining is rated as a 28-29 mission in Normal mode.
Bluntly, your gear is obsolete. Any piece of gear you're using that's below level 28 is a liability. Damage falloff in this game works based on level disparity. This applies to you, and to your gear.
You do NOT need to farm, you're level 31, you're already too high level for Normal mode, but you do need to replace your older gear with on-level gear. But frankly, anything that's at least green rarity will do.
And finally, stop getting hit. Yes, I'm serious. Your shields are NOT there to allow you to tank damage. They're there to WARN you to take evasive action, to dodge, to weave, to take cover, to run away if necessary. BL2 does not use Hitscan. Bullets and projectiles are (virtual) physical objects, plan accordingly.

"Best" doesn't mean rarity. Best means level then rarity. And no, you shouldn't be farming. The game should be throwing what you need at you constantly.
Do note however, the Red Chest at the end of Hero's Pass (when you get there) can be farmed as much as you like. Complete the Pass, then zone into the next area beyond it, immediately turn around and zone back into Hero's Pass. You'll now be at the back end of the pass and will spawn there on reload. Farm the chest as much as you like if you feel like your gear is crap.
Learning to avoid incoming damage is a crucial skill.
You should complete as many secondary missions as necessary to remain on-level for the main story mission you're already on. But you already are at 31, so that's not the issue.
Well, yeah, he his supposed to be the "tanky" class, but that's still a relative concept. Build and gear will impact that. But even then, you should still be trying to avoid damage in single player mode.
But as you seem to not have played Borderlands 2 a lot yet and you have trouble it is rather hard to trust anything you say (nothing against you but i have seen people claiming they got super items and then were running around with lvl 10 equipment against lvl 20 enemies).
Are you perhaps using way underleveled items?
Or using the wrong elements (yes - elements matter. The difference is startling)?
Have you not skilled anything?
Are you shooting at their crit-spots?
Which enemies in particular do you have problems with - normal loaders? RPG? Constructors? Badass?

I do have a corrosive ruby, however as you guys said, it is quite under leveled, and i use slagga to slag the enemies
The special loaders are giving me the most trouble, specially the sgt-loaders and the rpg-loaders, and also threshers, i hate whenever those guys appear
From the items you listed the crowdsourcing should do by far the best DPS of them all if you get crits. Rocketlaunchers are high burst but kinda slow.
Other than that - cheesy way would be gunzerk and then hide.
Those three are okay.
That said, I'm not that fond of Hyperion guns. That's a personal preference though, you might find you like them.
An Action Skill cooldown relic is probably more useful.
I wouldn't get rid of those right away, but look for upgrades.
You can probably do better than that. You don't have Lay Waste, so ... the "Unhinged" prefix isn't helping you. You might want to consider a Titan mod, probably a Hulking Titan.

Weirdly enough, the Ruby is the one place where level doesn’t matter much. Because you don’t want it for damage, you want it because it’s a one handed Moxxi weapon that you can use in your off hand. The Ruby heals you when you use it. It heals you for a percentage of the damage you do, so … yes, an on-level Ruby would be superior. But it heals you for ALL the damage you’re doing, so Sal can use an on-level main hand weapon, do plenty of damage with it, and still get decent benefit from a lower level Ruby.
For any other character, it would be less useful due to its lower level (although other characters that can do DoT damage can still benefit from a lower level Ruby by applying DoTs, switch to the Ruby and then running away). But for Sal, because of his Gunzerking, the Ruby actually works pretty well, level notwithstanding.
Try to find an Anarchist for main hand use.
And if you’re going to do that, then the skill I’m Your Huckleberry becomes a lot more attractive.
Well, a Corrosive weapon will help with the Loaders. For the Sargents, shoot their arms off. The RPG ones ... hmm ... probably sniping from cover with a Corrosive sniper would be ideal. A corrosive MIRV grenade mod might help too.
