Can Someone give me the badge or tell me how to get it

You get it by completing the missions in Lynchwood, and killing the sheriff. She has a chance to drop it, and if you don't get it the first time, you can farm her if you save and quit.

Admittedly, she's not the easiest farm, since she likes to stay on top of an inacessible building. You should be able to bring her down with singularity grenades, though.

Those places are not inaccessible, you can get up there. Just look around for things to jump on and work your way up.

Having actually played BLPS, one of the weirdest things for me is running through Sanctuary and hearing Stephanie Young's voice doing one of the random NPCs.

I always do a double-take: Wait, what!?! is Nisha here??

Huh, I didn't know that. I've only managed to get up there with grenade or rocket jumps.

Even then, it was a pain because of all the other guys shooting at me.
Regardless, using singularity grenades like the Quasar to bring her down immediately should make it a quicker and easier farm.
