While skins are not specifically mentioned, they, like class mods, are class specific. In absence of a refutation from Gearbox, I think it's a reasonable assumption that Skins are lumped in here.
My experience would agree with that. The classes I play more have more skin/head options. (And ... I've got a lot of hours logged, so I think I've got a reasonable survey size here).
I'm pretty sure that they are indeed weighted to the character you're playing as. Since I paid attention to it myself that's what I've seen, and I know other people have had the same results. I always get lots of heads and skins of every class but if you're looking for a specific character one, it's best to play them for your farm.

I'm willing to believe that I myself have misread the experience of thousands of hours of gameplay... I haven't tested it ruthlessly myself, which is why I asked other people (who pay closer scrutiny to these things) and looked on the forums (Gearbox forums have a lot of other veterans who don't hang out here, I guess cause it's less antagonistic over there) and listened to what they said.
It seems an odd thing to argue about... But if you really think that the class for skin and head drop is based on the pseudo-randomised loot system and not weighted, then I will let your belief in that stand next to those of other people who disagree. If that's what you're saying, cool. I don't mind. There doesn't seem to be much else to achieve here though.
I wouldn't make claims here that I'm not reasonably sure of. I have no desire to rampage around these forums spreading my daydreams or telling lies about Borderlands. Shared in-game experience is not the same as speculation. If it was, I'd imagine you wouldn't find much point in visiting the forums at all... yet here we are.
*Sigh* as I said above, I was thinking of Paul Hellquist's 'Inside the Box' article, Nakos posted, but yes I was mistaken and he didn't mention skin weighting in his discussion there. But, as I also wrote, the reason I am fairly sure of my 'speculation' is because I have previously checked and read this in a number of dicussions and loot guides (many of which are a lot more thorough than the patchy details Gearbox has provided - and though not infallible, often really helpful).
There are a number of people on the Steam and Gearbox forums who I know know the game intimately and I pay close attention to what their experiences are in order to understand the mechanics of the game better myself (Gearbox doesn't say very much, RNG is complicated). You're included in that category, actually. So... if the reason you're trying to tell me I'm wrong is because that's what your experience suggests, then that's fine, and I will keep it in mind.
