BL2 GOTY = BL2 (game itself) + 4 DLCS (which are also in season pass, if you don't buy goty) + 2 characters (mecro + krieg which season pass doesn't have) + The Ultimate Vault Hunter Upgrade Pack (level cap increase).
You just need to buy additional The Ultimate Vault Hunter Upgrade Pack 2 (level cap increase), so you can level up to 72 and also go Digustruct Peek and level up to OP8!!!
Other stuff are skins + very short dlc's (1 hour long) which 2k released but they are not based on season pass.
Is there a reason for then to not include this extra stuff along with the game of the year edition?

still, it's a good deal, even without the headhunter ones.
of the first 4 dlcs, not many ppl like Sir Hammerheads one. But the other 3 are quite popular -- Pirate Scarlet, Torque and Tiny Tina's Dragon Keep.
I don't have the headhunter ones so I can't say which is good. Ive heard some ppl dont like the Thanksgiving one tho. (gobble wobler?)
