edit, you have watched this, right?
https://www.youtube.com/watch?v=lqmNKQqAW_g
"I can't see her anymore... She was so clear and bright... but the blood is in my eyes, and now I can only watch the ocean of blood... Its waves crash against my forehead again and again, AND I JUST NEED TO LEARN HOW TO SURF!!" from Raving Retribution.
If he actually only had 1 functional eye, not 2, he likely would have said "but the blood is in my eye" instead of "in my eyes"
one eye is always night vison ready.
When collecting data on the mission "Siege of Castle Crimson" You learn that a skag clawed out his eye, the custom headgears seem to neglect that though and the cannon of the game seems to be that (ignoring the players involvement and customization) he never takes his mask off.
