Gaige - not gaining Anarchy stacks when emptying magazine

I've playing Gaige a lot lately and there's a thing that keeps bugging me...

Anarchy's description states that I should gain a stack for every time I empty the weapons' magazine. But... it just doesn't work. Before you say "you must be in combat" - I've been just killing the Bunker and fighting the troops protecting the Angel. That should count as a combat, right? Guess what, I've gained literally next to no stacks from emptying the magazine. Only kills seem to work.

From what I could gather, things are as follows:
Pistols: only Unkempt Harold seems to add stacks somewhat reliably. Hornet - no stacks when emptying.
Shotguns (using mostly Jakobs purples): sometimes they add a stack on each empty, sometimes they add no stacks for the entire fight. No rhyme or reason.
Assault rifles (using mostly Vladof purples): no stacks gained when emptying the magazine. Ever. Okay, maybe they work like once every 100 empties or so.
SMGs (using mostly Tediore purples, Good Touch and ♥♥♥♥♥): same as with assault rifles.

What the hell? There must be something I'm missing. I haven't even found anyone online with a similar issue. I'm at level 72 now and things have been like this the whole game. As you can probably tell it's a major hindrance and a pain in the ♥♥♥.

Not to mention that when you throw a grenade (or activate the action skill) right after you empty the magazine, the game counts it as a manual reload, thus removing all Anarchy stacks or activating Discord. Why does this game have to be so buggy...

Overall, Gaige and DT are so glitched it's unbelieveable

Gaige is my go to, and honestly I do not remember ever having the issue you talk about.

Haven't noticed this issue either, but from the wiki:

In order for a reload to count towards a stack, damage must have been dealt, from any source including grenades, melee and elemental effects, to an enemy or object a few seconds before the reload. Objects include anything that can be destroyed, such as explosive barrels, skag piles, or necrophages.

Don't use SMGs/ARs to build Anarchy. Stick to Jakobs shotguns since they empty in very few shots.

Well, to me it seems like the damage doesn't have to be dealt (that is, unless damage dealt by DT counts). I was sitting atop a tower in Sawtooth Cauldron, shooting shotgun and Harold in the air not hitting anything (there was a Buzzard flying around that I could not hit; only DT was dealing damage to him), and I still got Anarchy stacks. Well, that just makes it even more confusing.
Anyway, even if I'm constantly dealing damage with ARs/SMGs I get next to no stacks. I know they're not ideal for Gaige, but still useful.

Try respeccing and putting all the point back where you had them. Sometimes I cant gqain bloodlust as krieg and that fixes it

Tried respec and the glitch seems to be fixed for now... Thanks :) I hope it won't come back.

Also, I've checked it again, and you don't need to deal any damage to gain Anarchy stacks. Looks like the wiki is wrong again. It's just as buggy as the game :P

Okay, it seems like the glitch is not fixed at all. What I have found out though is that the glitch only happens in multiplayer. When playing solo, I earn Anarchy stacks normally.
Another observation is that KerBlaster is another weapon (besides Harold) that seems to work as intended with Anarchy.

After some more testing, I can say that the wiki was partially right - most of the weapons need to deal damage in order to gain a stack. However, weapons such as Unkempt Harold don't need to deal any damage to gain a stack.
The weapons that need to deal damage won't earn any stacks after emptying magazine in multiplayer, while the ones that don't need to will earn a stack. That leads me to believe, that in multiplayer the game thinks I'm dealing no damage with my guns, thus I receive stacks only on kills. I can't tell though if there is any clear pattern to which weapons don't need to deal damage and which ones do.

Could you maybe list some of the guns that are not getting stacks in CO-OP? I am in a 3 party now and getting stacks on reload on all my guns so far. How do you NOT do any damage with Gaige, do you not use Close Enough?

I do damage all the time (at least I try :P), I just mentioned that it was something I found out after experimenting.
The list of problematic guns includes Lead Storm, Florentine, ♥♥♥♥♥, Good/Bad Touch, Hornet, Hawk Eye, Pocket Rocket, Plasma Caster (any manufacturer), Kitten, etc.

Not sure if that's important, but I'm always joining a game, not hosting it. The other player plays as Axton.

To be honest though, now that I worked out that Unkempt Harold works flawlessly (and Jakobs shotguns sort of seem to work), it's not that big of a deal anymore, but still.

Obviously when I tried to record the bug in action, it fixed itself somewhat. :P But still, you can clearly see I'm not gaining a stack on each empty.

You will note however that after the 3rd reload there were 3 stacks, 2 popped up at once. Look at :21, you have 4 stacks so looks like out of 5 you missed one, not two. Something is odd though.

i got two stack at once thanks to Typecast Iconoclast skill ;)

But you can see I got a stack for every reload, maybe the problem is on your end? Or maybe it is that skill, don't know as mine is based on BFF and LBT with just the one point on Anarchy in the Ordered Chaos tree. I just know I am not having that issue.
