Once you beat the base game on Normal Mode and start True Vault Hunter Mode, all the DLCs can go up to level 50, iirc. Once you beat the base game on True Vault Hunter Mode and start Ultimate Vault Hunter Mode, then EVERYTHING will ALWAYS scale with your current level.
Beat the base game on Normal Mode first, then do the DLCs in True Vault Hunter Mode. The "story" of some of the DLCs assume that you have beaten the base game. The same goes for the five Headhunter packs (I think those go from level 15~35 in Normal Mode).
Just do them in release order:
- Captain Scarlett and Her Pirate's Booty (Oasis)
- Mr. Torgue's Campaign of Carnage (Badass Crater of Badassitude)
- Sir Hammerlock's Big Game Hunt (Hunter's Grotto)
- Tiny Tina's Assault on Dragon Keep (Unassuming Docks)
- T.K. Baha's Bloody Harvest (Hallowed Hallow)
- The Horrible Hunger of the Ravenous Wattle Gobbler (Gluttony Gulch)
- How Marcus Saved Mercenary Day (Marcus' Mercenary Shop)
- Mad Moxxi and the Wedding Day Massacre (Rotgut Distillery)
- Sir Hammerlock vs. the Son of Crawmerax (Wam Bam Island)
So I should beat the game, then do the DLCs?
Again, the narrative of some of the DLCs assume that you have beaten the base game.
