For some reason they were level 22 for my roommate on NVHM.
Not quite right. The Torgue and Scarlett DLC start at 15 and scale up to 30 in Normal. I play one or both while going through Normal to fix underlevelling and get better gear before tough storyline segments (WEP, Sawtooth ,etc). Both of these DLC will be set to whatever level between 15 and 30 you first access them. So if you first go to Oasis at lvl 22, it will be at 22. Same for Torgue. Hammerlock and Tina are meant to be played after finishing the normal storyline. They contain spoilers and start at 30, topping out at 35, I think. i save them for TVHM and use them in the same way as I use the other two in Normal. They too will scale to whatever level you first access them, in Normal or True. UVHM scaling is the same across all DLC.
I think that's all correct. Anyone knows better chime in.
Anyway, I think you're right for the most part, except Scarlett's. I've only had that one's gear be level 15, but the enemies be higher. That could just be me though.
OP, my guess is that perhaps you went to those DLC beforehand, and they're not re-scaling.
In Normal Mode:
The HH DLC's (like Son of Crawmerax) can be level 15 - 35. In my experience, they scale to your level, within that range, the first time that you enter them. But a number of people have reported that a HH DLC was at a lower level than their character (and below the level 35 limit), even though they had never entered them before. So, there does seem to be some kind of glitch that can affect the HH DLC levels in Normal Mode, and it sounds like you might have run into that. FWIW, some said that the DLC was level 15, but I think some reported other levels too (eg. 20-something).
As dontu_worry said, the Pirate and Torgue DLC's range from 15 - 30, and Hammerlock and Tina range from 30 - 35. My impression is that most of the maps in those DLC's scale to your level, within that range, the first time that you enter them. So, for example, if you first enter Oasis (Pirate DLC) at level 20, it will be 20, and stay at that level. But if you wait and don't go to the next map (Wurmwater) until you're level 30, I think it will be 30 (I'm not 100% sure of that).
Once the level is set for a HH map in Normal Mode, it won't change. I think the maps in the other (first 4) DLC's are generally the same, but some might change as you progress through the DLC story missions (there are some maps in the main game that do that).
In TVHM:
The HH DLC's range from 30 - 50, Pirate and Torgue from 30 - 50, and Hammerlock and Tina from 35 - 50. Once the level is set for a HH DLC in TVHM, it doesn't seem to change. So, if you enter Son of Crawmerax at level 40, for example, it will stay level 40. But when you complete the story in the main game, the first 4 DLC's (Pirate, Torgue, Hammerlock and Tina) will scale to 50 (like the main game).
I don't know if the HH DLC's can experience the same level glitch in TVHM. All I can say is that I don't recall seeing anyone report the same problem in TVHM.
