That's true as well, every game does have a meta at end game, but my point is BL3's meta still has way more gameplay variety over BL2 and you can actually beat all content without glitches. Ask yourself this how is BL2 end game viability balance in comparison to BL3? Like I get your point in BL3 you are mostly using Legs with specific anoints to beat M11 and most if not all other loot tiers are useless. However BL3 has so many Legs that you can play with that even then there is still way more variety and Legs you can build around when compared with BL2. Also the BL3 ability/skill system stumps BL2's into the ground, the ability customization lets you experiment so much more and your not stuck taking the exact same meta skill tree path as in BL2. Even without the skill variants you now have 4 skill trees to mess with over the 3 in BL2.
Its clear many like BL2 better but I feel its objective that the freedom BL3 gives in builds and actually being able to COMPLETE ALL ENDGAME SOLO is just better. I get the BL2 love for TVHM-UVHM (the best part of BL2 imo) where most blues-purples will still be really useful but BL2 has so many more useless guns then BL3, that even most of the super rare drops like pearlescent weapons are not even useful in OP level end game/raid bosses.
My whole stand point as a solo player is that BL3 gives me 10 times more freedom to play how I want and at the same time actually be able to beat the BL3 endgame content (max mayhem) solo. If BL2 had more balance for solo players in endgame where they aren't stuck to like 10-15 top weapons/meta combos to even have a chance at downing any of the raid bosses then I would play BL2 ten times more then BL3, but in its current/final state BL2 is pretty much a "meta allowed only" in anything after UVHM.
BL2 just makes builds not fun because you already know you can't defeat majority of the endgame content solo, why grind when everyone needs the exact same setup to actually play most of the end game? This has always been 1 of my biggest issues with BL2, its just not tailored to me as a solo ARPG player and BL3 fits that bill way better to me. Doesn't mean there is not room for both because I like both, I just prefer playing BL3 thats all.
I have tried Borderlands 3, and I feel that 2 is better than 3. XD
*New mechanics "Climb" and "Slide" is not that necessary. Running is enough. And climb is needed only because of the terrain. Climb only to take loots?
*Secondary shot (press c) is good new feature, but I feel that only 1 type shot is enough.
*Each class has 3 action skills and 3 skill trees, but only 1 can be used in the same time. That's really inconvient... In borderlands 2 maya only has 1 action skill, but all the 3 skill trees are in synergy with each other.
*I think the only viable class for me is Amara (love siren). Fl4k and Moze summon don't scale to late game from what I heard, and Zane skill is bad for me.
**Story boring and world+enemy horde feel empty, although I am still on early mission.
I feel like Borderlands 2 feel more worth it to play it to end game content. But on the future I will still play Borderlands 3 if there's big discount on steam to buy all dlcs.

that being said, the experience is subjective. if u enjoy bl2 more, you can play it first then go to bl 3 later when u got the dlc (yes base game compared to with dlc is a different experience i believe). also bl3 is still not that old yet (it has no update recently but who knows, maybe in the future there will be an update that will give u new experience).
at the end of the day, its your choice, whatever game u decide to play is up to you, just make sure u have fun playing it :)
Of course "fun" is subjective (never said is wasn't), I even mentioned BL2 overall is the better experience/package but if I'm stuck to choose between the two I personally will go to BL3 for the reasons I already explained in detail. I would even consider BL2 a "classic" at this point but the core gameplay systems in BL3 are just objectively better then in 2, which should be obvious because it is a newer game after all lol.
My issue with BL2 in a shortened response is BL2's end game was clearly made with co-op in mind (solo players need min-maxed gear and exploits to even kill some of the easiest raid bosses/end game content), while BL3 was actually balanced for solo players like me who want to experience all of the content without feeling left out.
We all agree in end game there will be "meta" gear/builds but BL3 still offers way more variety in gameplay even at Max mayhem when compared to BL2. BL2 has the funnest early-mid game but its end game is just farming for the those MUST HAVE items just to glitch and exploit your why through the end game content. BL3 has more things to build around that can complete the hardest content.
Obviously I'm in the minority which is why I explained in detail why I like playing BL3 more the BL2, thats all. At this point I would just have to say "agree to disagree" ;)

I'll gladly replay BL1 and 2 (more so thanks to 2 having quite a few nice mods like UCP or Reborn), but I'm not touching 3 ever again I felt cheated of my time.
BL3 is superior in terms of items and bosses.
Both are very fun to play.
If you have limited time, just play up to UVHM on BL2 and see if the game still keeps you hooked.
BL3 money is totally worth in my opinion so don't feel like you risk to waste your money, you don't, buy it and enjoy it.
UVHM is where the game gets fun, and is where it is meant to be played. Early UVHM can be hard until you figure out how to deal with the new world you find yourself in, and have adjusted your game play and tactics to something that works.
The OP levels are entirely optional for those that want the challenge. OP10 playthroughs are possible. Not at all easy but can be done.
Whatever worked for you in normal and TVHM is very unlikely to work in UVHM, and you do need to be prepared for it. If you had to resort to the slag pistol from Marcus' mission, you failed to prepare properly for UVHM.
UVHM is fine. Yes, it's harder than Normal or TVHM. That's intentional. Level 50 was the cap when the game was released. Players complained the game was too easy, that's why they added UVHM.
Players STILL complained that the game was too easy. That's why they added Digistruct Peak and the OP levels.
Slag gear drops all the time, even in Normal. If you didn't plan ahead and keep some of it, that's on you, not the game. Not to mention, some of the characters can slag without even having a Slag weapon equipped.
depends if your playing by yourself and wanting to go all the way through uvhm and op levels by yourself which that is gonna be a very tall glass of misery and rage.
Iam in the middle of installing some mods to balance out uvhm so slag is not essential anymore which will make it balanced for solo play and fun again imo.
or you can play uvhm with at least one other person and generally have a good time without
having to install mods so you can actually have fun if your with someone.
just don't underestimate UVHM in borderlands 2 it is a very frustrating and unbalanced experience at least solo it is, other than that, you will quickly see why people say borderlands 2 is better than 3.
