Look Midgets can show up anywhere, but are very common in the Wildlife Explotation Preservation, and Thousand Cuts.

There are a couple of quests that make it a bit easier.

Doctors Orders: Never pick up any echos and it won't be completed, 4 extra midgets spawn each time you reload. (One less for each echo you do pick up).

The other one is Rocko's Modern Strife. I forget the exact order of how you do that, but there is a point part way where none of the Slab Bandits will spawn, meaning you can go around and pop all the chests, looking for midgets, without fighting through all the Slabs each time.

In TVHM loot midgets are good for legendaries. In UVHM they drop the Eridian Relics which are even more valuable, especially the ones that give you both elemental bonuses and reduction in skill cooldown. By level 63 Tubbies are best for legendaries, especially for the Tiny Tina class mods.
BTW, if you are farming that easy red chest at Opportunity (the one cutting left that trggers no aggro) there are three yellow chests that have a chance to spawn midgets. That chance is good enough that three times I have spawned two midgets in the same run. Admittedly I have done many, many runs here; but the point is, the run is soo easy, and you can watch TV whilst selling unwanted gear at the machines until you have maxed out your bank.

regarding Rocko's Modern Strife, all you need to do is accept the mission. you don't need to talk to Rocko.

Yeah, that makes sense.

One more place with good spawn chance is Sawtooth Cauldron (the first crater).
it's been rumored that you'll get the occasional Loot Midget Loader in Friendship Gulag, though I haven't gotten one yet while there.

but "Opportunity" is full of them, just open up all yellow boxes, and a loot midget (and sometimes Jimmy Jenkins) should pop out of one

Loot Midgets are fairly rare in Borderlands 2 where there is no specific number of them: even when a particular loot midget is killed, he can respawn somewhere else; however, a loot midget will only spawn amongst enemies of the same faction - for example, a Loot JET Loader will not spawn in The Fridge.

Three to four Loot Midgets will spawn during the mission Doctor's Orders when opening the boxes next to the second ECHO as long as the mission is not completed. By not completing the quest, it is possible to farm for legendary and pearlescent weapons, E-tech relics and the challenge to kill Jimmy Jenkins (a very rare Loot Midget).

There seems to be a high chance to spawn loot midgets in the Thousand Cuts area beyond the Competitor Deterrence Field, during the mission Where Angels Fear to Tread and also in the bandit area during the mission Rocko's Modern Strife.

Loot Midgets can be found aplenty in the following areas: Frostburn Canyon, Tundra Express, Opportunity, Sawtooth Cauldron, Arid Nexus - Boneyard and Arid Nexus - Badlands.

They're called "loot midgets" in NVHM & TVHM. They're called "legendary loot midgets" in UVHM & are much tougher to kill & have a higher chance to drop legendaries, E-techs or pearlescents. Happy gaming :steamhappy:
