There are reasons why you might want to do that. There are many ways in which you can run out of ammo really quicky.
And no, using gibbed has it's limits and is quit different from just using a glitch ingame.
Most, but not all Vladof launchers have a reduced ammo usage. Fire once, one ammo used. Fire again and the shot is free. Rinse, repeat. With Sal this can be abused for infinite money shot. Vladof Launcher in the off hand, desired gun with one bullet remaining in the other. Shoot the launcher and when it changes to the 'free' round, Sal's other gun automatically gets the whole uses no ammo thing - Infinite money shot results.
What you are describing sounds like weapon merging - changing weapons during reload. This could be done by everyone I think. Merging was patched out years ago, sorry to break the bad news.
But the launcher should be the one that gives you a free shot every shot
