so yea practically it makes the game way easier
there are settings you can activate and use to actually make the game harder but most people use it to make the game easier
It also fixes some skils. Yes at the end it makes the game easier with quality life changes and with fixing stuff that should have been fixed years ago.
As to the "main" version of the patch, you can download filter tool and choose specific features of the patch you deem desireable/worthy of running.
As to whether or not it is worth it, you must decide that yourself.
I'm all for buffing useless legendaries. There's a lot of notes but it looks like a ton of talents are just straight up buffed.
I have lots of hours in the game with and without the patch, yes certain skills are buffed, not so many nerfs on the skills, but it really doesn't make the game easier. Playing vanilla is completely okay, but having the option to play the game in a more balanced way that the patch offers adds a value that gearbox didn't do themselves.
For instance, Axton is actually enjoyable to me now. The patch made his character actually seem playable to me. However, I do not find him an easy character to play, the patch doesn't make him any easier, just better off.
Making the game easier would be using exploits like the infinite ammo glitch with Sal, that originally used to be a glitch that ALL 6 classes could do till GB was like "No" and patched it. Making the game easier is not what the patch does, but it does make certain attributes to the game more viable as an option as well as more entertaining for some.

Sure looks like it to me. Weapon buffs, Skill buffs, increased loot tables, increased drop percentages and increased drop locations. But, I've never bothered to install it, so all I know is what I read from the promo copy.
