Rank me the DLCs from best to worst (including Headhunter packs)
For me it'd PROBABLY be (order might change):
1. Hammerlock (I'm really not sure about my top 3, but I admire the very dark and hostile, yet very quiet atmosphere and aesthetic of this DLC, plus it has some great weapons and shields like the Rough Rider, Interfacer, and probably other stuff I'm forgetting.
This DLC, somewhat similarly to the Torgue one, feels like a bit of a narrative power-trip, I also think that, while not extremely fleshed out, Nakyama wasn't that terrible of a villain, his pathetic nature helps empower the player the whole way through).
2. Torgue/Tina (I really can't decide between these two, while the Tiny Tina DLC is probably the best in Borderlands 2 (despite her overrated, god-awful humor), it's not as appealing to me narrative and aesthetically wise as the Torgue DLC, that being said, it's still essential for every player of the game, introducing many cool environments and weapons+gemstones and probably the closest thing to a full-on story from any DLC.
Torgue, on the other hand is just so charming and fun to play through, I just enjoy how bright and cheery (bright and cheery for Borderlands standards) it is, there's not a whole lot for me to say about this expansion pack, it's pretty straightforward).
3. Scarlett (Fairly decent narrative for a Borderlands 2 DLC, good weapons like the Pimpernel and Sandhawk, cool environments, and Scarlett is a cool character for the most part).

For the Headhunter packs, I don't remember a whole lot, as the last times I've played through the entirety of them were years ago, but from what I do remember:
1. Son of Crawmerax
2. TK Baha
3. How Marcus Saved Christmas
4. (EDIT) Wedding Day Massacre
5. Wattle Gobbler

I'd personally put tiny tina's Assault on Dragon Keep in first place though because of the many news enemies, the great adventure and the fact that the class mods are really op for some characters. overwise if you are going for the best loot one follow the same order as LEE said because Scarlet DLC have the flying Sand Hawk smg, the rapier, and 2 seraph guardian that can be farmed really easly

I couldn't rate a game based on what weapons it provides. My ranking would probably go something like this,

1. Tiny Tina's - So good it occupies the top 5 spots
2
3.
4
5.
6, Mercenarty day
7. Scarlet / Torgue
8. Everything else

I'd probably say that Tiny Tina's was the best IMO because I liked the overall feel (it's like Dungeons & Dragons but the GM made the story as one big joke) and the ending was actually pretty nice (at least until the part where "Claptrap said something and ruined everything.").

Torgue's takes second because of the dialogue alone. The new weapons and such don't hurt though.

Captain Scarlett is #3 because pirates. The weapons help too.

Hammerlock's is okay because of the Heart of Darkness feel of it. That's about it.

I haven't played any of the headhunter DLCs yet, so I can't comment on them.

Tina's holds the top spot for me as well, challenged only by Torgue. Both have a lot of funny moments, but Tina's goes beyond just jokes to actual character depth and development. Scarlett's feels very... disconnected from the main experience and that made me less invested in it. Despite starting Hammerlock's a number of times I've never gotten around to finishing it. Neither the level design nor the story there really grabbed me, but I should go back and play it all the way through to give it a fair shake.

Tina's best in BL2. Claptrap's best in TPS. Either was easily "good & big enough" to have been its own great main game. Jury was out for some years but repeat attraction to all three in the BL series has been strong. At this rate I figure BL to become a first game series to be at or damn near the top by 2020 of all the FPS ARPG games that started flooding Steam a decade ago and haven't really stopped. FWIW one of the most popular yet unresolved issues in FPS ARPG games remains: once I've spent a few thousand hours soloing the BL series legit from lvl 1 upto the game's max lvl [BL2 @ 80 OP8], "what should I play next? I mean, what's similar?"

Well we can give "similar" but anything "very similar" would be a lie. :steammocking:

1. Vault Hunter Upgrade #2.

This gives you the best map in the game - Digistruct Peak. And some other stuff as well.

2. Tiny Tina's
3. Captain Scarlett's
4. Sir Hammerlock's
5 Torgue.

Mercenary Day
Wedding Day Massacre
Son of Crawmerax
TK's Bloody Harvest
and finally, in about 29th place Wattle Gobbler
