PS BL2 has not been updated or patched in quite some years now, as it's a pretty old game that's been long ago optimized.
No big problem, just annoying.
But if BL2 in Steam is overly annoying for you, don't play BL2 in Steam. BL2 is playable (just like the rest of your games excluding those developed by Valve) outside of the Steam platform.
Your time of day isn't really important in the General Forums like this one ~ remember that when it's morning with the sun just coming up in certain parts of the world, it's evening the same day with the sun already set in other parts of the world. Steam serves us all.

Try the Steam verify the local files test.
If not.
Right click borderlands 2 in the library , Properties , installed files , verify integrity. Or you could try to reinstall it completely.
You can also try moving your steam folder , I don't know about Linux with proton so I'm not sure if this applies but on windows 10 and up certain folders are protected system folders , including the folder steam is installed to by default (program files x86) and games sometimes fail to read/write properly to to them without permissions , moving the steam folder to a non system folder can fix it , not sure what the linux proton equivalent would be but make sure the game is properly writing the files it is trying to download,
As Diogenes49 mentioned above check the folders to see if they say write only ,on windows you would right click , manage , security , click the Edit button on that tab and then give permission to read write etc.
Something else you can try is right click borderlands 2 , Manage , browse local files , then sort by update/new whatever and see if anything was just updated , that might give you an idea of what keeps redownloading or the problem is , I remember in the past there were some problems with DLC constantly redownloading and with the way the updates you get are ranging from small to large I would check the DLC folder first since they have that kind of size difference.
