There are a few places throughout the game where you can adjust things so that that's your spawn in location, but they have to be map transition locations. The interum spawn points within a map are viable only for respawns during a given run, when you reload the zone, those don't get saved.d
Every zone (and even most bosses) respawn every time you reload. That's a feature, not a bug. The way this kind of game works, you want that. Loot tables are variable, if you only have a single chance at a given loot pool, then you're very likely to miss something you want.
When you exit/reenter the game, you spawn at the travel station. If you die, you respawn at the last save point you passed.
The Creature Slaughter Dome is a mini DLC that's added to the map you fight Bloodwing on. That map (overall) is the "Wildlife Exploitation Preserve" or WEP.
Because the CSD is its own map, that means that it's a valid spawn point which is about half way through the WEP overall map. You will still have to fight past some of the stuff you already fought, every time. That's just the way the game works. As Hunter in the Green Vest said, there are save points within the map, and while you're playing during a given session, you can activate those and you will respawn right there if you die. But when you reload the game, those will have been cleared and you'll be back at the Fast Travel station.

The "Natural Selection Annex" is where the CSD is, and that's the other potential spawn point within the larger WEP zone.
The CSD itself is an Arena style even, with 5 challenge levels, each one containing multiple waves of creatures you must defeat. It can be played once per character, per difficulty setting.
Game genre:
It might be useful to understand that this isn't an RPG. It's an ARPG. The focus is on moment-to-moment combat. Story is de-emphasized, being primarily a vehicle for getting you to the next fight, rather than a branching decision tree that individual players can impact.
BL2 is made in the general style of Diablo 2, There are LOTS of enemies, you kill them, they drop loot. The loot is highly randomized (most of it being "common" quality and not very good). Because of the nature of the way loot is generated, and because of the basic concept of the game genre, you're expected to kill a lot of enemies, even to the point of wanting to rekill enemies you've already fought.

But the drop chance is somewhat less than 10%. Soo... wanting to kill the boss multiple times is something you mgiht want to do.
