The problem comes from the “p_NormalScopesEmissive” parameter of the skin.
Replacing “Remaster_Weap_SniperRifles.Tex.Weap_SniperRifle_Nrm” with the original “Weap_SniperRifles.Tex.Weap_SniperRifle_Nrm” will make the glow appear again
My question would be did they change this because theyre lazy and didnt want to go through the trouble to do it on the weapons for bl3?
