DLC purchased but not downloaded

I just bought a Handsome collection , but DLC skins and some other DLS are still displayed with "*" and Not Downloaded label. When I try to apply them, I am thrown to the steam page. I'm downloaded them in Properties>DLC, tried to reinstall the game and verify the game files, tried to launch the game with Proton (I'm using Linux ). Nothing helps. What should i do?

some heads and skins are Region locked.

Skins are not installed, but unlocked. Have a look and see if they are available in a quick change machine.

They aren't available. I've tried it already.

Sounds like they are Region locked. They are not available in some regions. Try changing your location to somewhere different I guess...

Region locked is the country you are in. Some have blocked components like skins for their own reasons. Try changing your download region.

Tried it, unfortunately it doesn't work. On the Steam page, I see something like "Notice: Purchases made in your country are only playable in *list of countries*". My country is also on this list.
