You cannot gift the collection via the Steam store.
Why not you might ask?
The way the price of the HC is calculated on Steam means you are only charged for stuff you don't have already.
You cannot gift it because the price cannot be calculated before checking out, because the Store doesn't know who it will be gifted to.
Normally you decide to buy a gift for someone so the store will know it is a gift - you cannot own more than one copy of a game, you check out and pay for the gift, and only then tell the store who to send it to. You cannot buy the full priced HC and then get a partial refund depending on what your friend has already.
So tell your friend to look for Handsome Collection keys on sale and then send it to you.

Lilith's is needed because it adds 8 levels to the game that your character can reach. The base game has a level cap of 50.
There are two Vault Hunter Upgrade Packs that add 11 levels each, so caps of 61 and 72. You do need both and both are included in the HC.
The game cap is 80 now. To be able to reach that you do need Lilith's, which is sort of a Vault Hunter Upgrade Pack #3. with a whole lot of extras included.
Get it when it is on sale.
